If the Tories are worried about insufficient population density in Inner London, then Architects for Social Housing (ASH) formally recommends building in the London Borough of Westminster, which has a far lower density of residents (11,109 per km²) than in Tower Hamlets (14,201 per km²), Hackney (13,850) and Lambeth (11,358), the boroughs whose council estates the Housing Minister and his Chancellor want to replace with high-rise deposit boxes for off-shore companies.
